This report presents to the General Assembly at its fiftieth session the preliminary overview and recommendations of the independent expert on the situation of human rights in Haiti subsequent to his first mission to Haiti from 23 September to 6 October 1995 and the discussions he was able to hold in neighbouring countries. It does not deal with economic, social and cultural rights, which will be considered in the report the expert will submit to the Commission on Human Rights at its fifty-second session. The independent expert recommends that: the Basic Principles on the Independence of the Judiciary should be incorporated in the future judiciary regulations. Similarly, the law concerning the legal profession should take into account the Basic Principles on the Role of Lawyers.
