The present report presents Amnesty International’s 2011 findings into practices of torture and other ill- treatment in detention facilities in Tajikistan. Tajikistan is a state party to key human rights treaties including the International Covenant on Civil and Political Rights (ICCPR) and the Convention against Torture and Other Cruel or Degrading Treatment or Punishment Tajikistan (CAT). The Tajikistani Constitution and other legislation contain key provisions which reflect these commitments. Findings show detainees are at risk of torture or other ill-treatment and that a general climate of impunity exists. The report concludes with a list of recommendations to the Tajikistani authorities which would improve the country’s human rights record and fulfilment of its international human rights obligations. Reference is made to the Basic Principles on the Role of Lawyers in relation to special safeguards in criminal justice matters.
