The present report of the Special Rapporteur for the independence of judges and lawyers provides a brief discussion on a number of theoretical issues which the Special Rapporteur considers to be important for the development of an independent and impartial judiciary. The Special Rapporteur notes that the Division anticipates undertaking a similar survey on the implementation of the Basic Principles on the Role of Lawyers and of the Guidelines on the Role of Prosecutors.
