The present report reflects findings of the Special Rapporteur on the independence of judges and lawyers mission to Romania undertaken from 17 to 24 May 2011. The report examines recent judicial reform efforts, including the Action plan for meeting the benchmarks established within the cooperation and verification mechanism of the European Commission, Law 202 of 2010 and the Strategy for strengthening integrity within the judiciary (2011- 2016). The report addresses issues related to the independence of the courts and the legal professions, predictability of the judicial system, administration and oversight of the judiciary and the judicial budget. The report provides recommendations for strengthening the judicial system and the independence of judges and lawyers. Reference is made to the Basic Principles on the Role of Lawyers.
