The present document of the Asian Human Rights Commission (AHRC) concerns a press release about the concerns of AHRC of the torture of a child in Nepal. The AHRC states that the 1990 Basic Principles on the Role of Lawyers remind in their article 16(a) that ‘governments shall ensure that lawyers are able to perform all of their professional functions without intimidation, hindrance, harassment or improper interference’ and in their article 17 that ‘where the security of lawyers is threatened as a result of discharging their functions, they shall be adequately safeguarded by the authorities’. It is therefore a governmental obligation to create an environment favourable to the independent exercise of the legal profession.
