In the present report Amnesty International expresses its concerns on the Kenyan Suppression of Terrorism Bill of 2003. Amnesty International’s concerns in this memorandum focus primarily on the proposed legislation’s incompatibility with international human rights standards, particularly the International Covenant on Civil and Political Rights (ICCPR) and the African Charter on Human and Peoples’ Rights (ACHPR), Kenya being a party to both treaties, and also to a range of human rights non-treaty standards which together constitute an international framework for the protection of human rights. Amnesty refers to the Basic Principles on the Role of Lawyers with regard to access to legal representation.
