The present report of Amnesty International reflects on the Malimath Committee on Reforms of the Criminal Justice System in India. The purpose of this report is to subject the Malimath Committee report to this test, mainly by examining its methodology, interrogating its premises and unravelling its exclusions and silences. Amnesty International refers to the Basic Principles on the Role of Lawyers with regard to the issue of access to lawyers.
