The present report of Amnesty International concerns events happening in Haiti until March 1998. The Haitian Government has, according to Amnesty International, failed to establish a strong legal framework, based on international human rights standards, that is capable of guaranteeing the right to unimpeded access to justice for the victims of human rights abuses, both past and present.
