The present report covers the third periodic report of the State of Guatemala on the implementation of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment to the honourable members of the Committee against Torture. This report covers the period from 1 April 1998 to 31 December 1999. It also contains information dating from before that period, which was not provided to the Committee in earlier reports. With regard to the rights of prisoners the Committee refers to the Basic Principles on the Role of Lawyers as a valuable international source.
