Furthermore, in the Chapter on Capital punishment, in the paragraph on Safeguards guaranteeing protection of the rights of those facing the death penalty, the compendium refers to the BPRL by encouraging Member States in which the death penalty has not been abolished to ensure that each defendant facing a possible death sentence is given all guarantees to ensure a fair trial, as contained in article 14 of the International Covenant on Civil and Political Rights, and bearing in mind the BPRL.
