The present report is submitted pursuant to Commission on Human Rights resolution 1999/31. It is the sixth annual report to the Commission by the Special Rapporteur since the mandate was established by the Commission in its resolution 1994/41. The present report provides a brief discussion on theoretical issues which the Special Rapporteur considers to be important for the development of an independent and impartial judiciary. The Special Rapporteur refers to the Basic Principles on the Role of Lawyers with regard to the imprisonment of a human rights lawyer in Djibouti.
