This Amnesty International report, building upon many of the excellent recommendations in the AIHRC report, sets out fundamental principles of international law and standards, in accordance with which any measures taken to ensure justice for past abuses in Afghanistan should be defined. Amnesty states that complementary and transitional measures should be adopted, including the establishment of a UN or civil society sponsored mechanism to begin the documentation and investigation of past crimes. Of course, any such mechanism must be temporary and its functions should be assumed by national, regional and local police and prosecutors as soon as they are able to do so independently, professionally and in a manner strictly in conformity with international law and standards, such as the Basic Principles on the Role of Lawyers.
