In the present document of the International Commission of Jurists (ICJ), the ICJ submits its comments to the Human Rights Committee for the preparation of the list of issues for the first Periodic Report of Kazakhstan. In this submission, the ICJ focuses on questions arising under article 14 of the Covenant concerning inadequate protection of the right to a fair trial. This submission also addresses concerns arising under article 7 of the Covenant related to deficiencies in legal and practical protection against torture and other cruel, inhuman or degrading treatment. The ICJ refers to a violation of the Basic Principles on the Role of Lawyers with regard to the issue of freedom of expression.
