The present report of the International Commission of Jurists (ICJ) elaborates on the position of jurists in Azerbaijan. ICJ is concerned of the independence of judges. A new Law on Advocates preserved the monopoly of the Collegium of Advocates in criminal cases. The ICJ states that the Collegium’s monopoly on defending criminal cases deprives defendants of the opportunity to file suits or defend themselves independently, which is a violation of the Basic Principles on the Role of Lawyers.
