The present document concerns a manual of the Association for the Prevention of Torture (APT) and the Inter-American Institute for Human Rights (IIHR). The manual offers basic information related to the Optional Protocol and seeks the prevention of torture. The manual hopes to serve as a practical tool for the campaign to promote the ratification and implementation of the Optional Protocol. The APT and IIHR state that there are a large number of international guidelines, standards and principles that, notwithstanding their non-binding character, could be of use as a guide for the Subcommittee when considering the effective protection of persons deprived of their liberty within States Parties and making recommendations. These resources could include, among others, the Basic Principles on the Role of Lawyers.
