The present document of Amnesty International is submitting a briefing for consideration by the Human Rights Committee (the Committee) ahead of its examination in July 2011 of Ethiopia’s initial report on measures taken to implement its obligations under the International Covenant on Civil and Political Rights (the Covenant). This submission provides an overview of the organisation’s main concerns about the failure of the Ethiopian government to comply with its obligations under Articles 7, 9, 14, 19 and 22 of the Covenant. Amnesty refers to the Basic Principles on the Role of Lawyers with regard to the issue of access to lawyers.
