The present document of Amnesty International concerns the building and promoting human rights in the disintegrated Somali state. Amnesty International is proposing a strategy for building human rights which aims to bring an end to the pattern of appalling human rights abuses, from the human rights crisis of the late 1980s to the human rights disaster which followed it. The human rights approach also needs to be built in to the processes of peace-making and development. Amnesty refers to the Basic Principles on the Role of Lawyers as a valuable source of an international standard that has been implemented by the UN.
