The present document of Amnesty International elaborates on certain key concerns related to weaknesses in Albanian legislation when measured against the requirements of the UN Convention against Torture and other international human rights standards. Above all, it is intended to draw attention to the gap between law and actual practice, and the consequent violation of Albania’s obligations to implement the UN Convention against Torture. It illustrates with a number of cases what Amnesty International believes is a pattern of police ill-treatment of detainees. Further, it points to a failure, in many cases, to carry out prompt, thorough and impartial investigations into complaints and to bring those responsible to justice. Amnesty refers to the Basic Principles on the Role of Lawyers as a valuable source of an international standard that grants certain rights to arrested people.
