The present paper of Amnesty International elaborates on the issue of torture and the gap between practice and law in the Philippines. In the report Amnesty International issues a number of recommendations based on the detailed safeguards set out by the UN Human Rights Committee, the UN Committee Against Torture and the UN Special Rapporteur on torture. Amnesty refers to the Basic Principles on the Role of Lawyers in the context of safeguarding the rights of detainees, including their right to fair trial.
